SG Chrome Extension tooltip not honoring Dark Mode on GHE

• Platform information: Chrome: Version 117.0.5938.149 (Official Build) (arm64), GitHub Enterprise Server 3.8.0

Steps to reproduce:

1. Connect SG Chrome extension to SG Instance with an indexed repo from GHE
2. Connect to GHE and attempt to over over a symbol.

Expected behavior: The hover tool-tip should honor dark mode.

Actual behavior: Hover tool-tip doesn't seem to honor dark mode.
