Search filters: clicking Repositories activates the search input suggestions bar #59599

Running a search, then clicking Repositories adds type:repo to the search bar and re-runs the search. However, this also opens the search bar suggestions dropdown, which is undesirable.

cc @fkling and @vovakulikov it would be good to fit a fix for this into the sprint too if possible
