Redirect cody chat links to local IDE on Cody-only license #59734

@taiyab @aramaraju It's likely this won't make it to the 5.3 release.

Could we maybe remove links on the web when on Cody only license? We only display the file path for now.

@BolajiOlajide What links do we even show in the Cody only case? Isn't Search hidden for the files/links?

The plan was to have it open up in their local editor in a Cody-only case since the repository page would basically result in a 404 since we've hidden all code search features there. @aramaraju

@taiyab Can we come up with something here to handle this a bit more elegantly? (A simply copy address could go a long way here)
