Personal Access Token Expiration

https://github.com/sourcegraph/accounts/issues/564 wants to be able to limit the expiration date of PATs at creation time so that users can't create long-lasting PATs. **OAuth for access tokens would solve this issue and is their preferred method. Effort for non-OAuth is about a sprint. Unknown for OAuth.

@camdencheek those settings apply to all users; the customer needs to be able to apply different limits to different kinds of users.
