Ability to create desktop notifications #731

I'd love to be able to create desktop notifications from within an extension, e.g. to notify someone of new code discussion messages when they come in

It is unclear to me if they would be able to do so in the background when the page isn't open, but it'd be awesome if they could.

I think this should already be possible by using the browser API

@slimsag - is this in the context of some of the forward looking features we're considering with code mod, checks, etc? Can you help with a user story for how this would help your workflow?
