adding SCM URL handling, now we should support the following URLs:
- protocol:... (https://foo.bar)
- vcs:... (git://foo.bar)
- vcs:protocol:.... (git:https://foo.bar)
- scm:vcs:protocol:... (scm:hg:https://foo.bar)
- host:path (assumed SSH)
