Re-enable valuable rules disabled during `stylelint` upgrade #154

Some rules were disabled during the stylelint upgrade: https://github.com/sourcegraph/stylelint-config/pull/153. We need to re-enable valuable and fix errors in the main Sourcegraph codebase.
