Added TomTom base layer and HDTraffic layer #18

The TomTom layers have gone missing after commit 0173446, this pull request properly enables them again:

Dear Dominique, I'm very sorry that your pull request was for forgotten again at the last QGIS hackfest. Before merging, I was looking for the TomTom terms of service. What I found, was this sentence: "Register for an account and obtain a free evaluation Map Toolkit or Places API key, good for 90 days or 1 million calls. If you would like more information about obtaining a production key and volume pricing, please contact an account manager.". What kind of license key is the one in the plugin code and what are the terms of use?

Hi Pirmin, As a TomTom employee I am registered on developer.tomtom.com and I have an unlimited developer account (up to 900 calls/s and 'unlimited' time) to which this key is associated. Is this OK?

That's OK for you, but is it OK for other QGIS users? I suppose, we need an explicit permission from TomTom allowing all users to use this key within QGIS.
