Adds Yandex Maps tiles to QGIS OpenLayers Plugin.

Sorry, there is no terms of use service in english, just in russian: https://legal.yandex.ru/maps_termsofuse/?lang=en

You can add layers with questionable terms of service in the https://github.com/nextgis/quickmapservices plugin.
