In general:

Switch to InSpec verifier
Include ACL testing to the "default" suite
Fix definitions of consul check & watch
Use a separated suite for testing on Windows platform. This allows removing over-complicated "windows?" conditions from the "default" suite's spec. Since we don't run windows tests on a regular basis, these specs are actually maintained separately.
