May you please bump version? #472

looks like chef supermarket doesn't want to update cookbook, and still using cached copy. and anyway it is good practice to bump cookbook version with any PR accepting.

@johnbellone who is actively maintaining this cookbook ? @legal90 told me he is not using Chef & Consul anymore, so it makes sense if he is less active, but what about you, or other maintainers?

Would also love to have this bumped up to account for all the windows bugfixes. Right now I am pulling from the supermarket and its defaulting to version 3.0.0 and its missing some changes that were merged. When I point directly to your git repo on master, my cookbook is working great!

My apologies, I've been in middle of packing and moving, I've just bumped and released to supermarket as 3.1.0.
