node-id file is not replaced on the 2nd Chef run #477

Hi,

We're creating servers in 2 phases: Bake and deploy. In Bake phase, we use the installation of Consul (0.11.1) with Chef. We install agent version 0.8.4 and close the images. In Deploy phase, we run the same cookbook again, and up until we've upgraded to 0.8.4, it worked flawlessly. Now, running the cookbook again does not change the node-id (under /var/lib/consul) and we're getting 2 servers with the same node-id - which created mayhem.

Any idea?
