Merge Consul ACL Retry #494

Merge this PR : https://github.com/johnbellone/consul-cookbook/pull/482 in order to get rid of "(policy-consul-server::default line 37) Diplomat::UnknownStatus: status 500: No cluster leader" that happens a lot during convergence.
