Require Python 2.7 + Update dependencies to match the graphite docs #266

The current release of Graphite requires Python 2.7. We need to require that now which means we're dropping support for RHEL 6 out of the box unless someone goes through the trouble of making Python 2.7 the default there. We also need to install the correct deps and the correct versions of those deps per the docs. This gets us new django which requires updating some of the example commands.
