Graphite web support #291

The currently cookbook implementation of graphite web no longer works with the latest releases of Graphite. We need to get a totally new setup for graphite web in place, ideally one that uses a resource to configure things instead of the multiple recipes in the old implementation.

Partially resolved? It works as is, but it might be a good point to wrap it in resources
