Fix restrict default syntax #218

Description

This PR fixes the restrict default syntax to contain limited. This solves two startup warnings(?) regarding the KOD's.

Feb 16 11:57:18 myhost ntpd[25619]: restrict default: KOD does nothing without LIMITED.
Feb 16 11:57:18 myhost ntpd[25619]: restrict ::: KOD does nothing without LIMITED.
