Require Chef Infra Client 14 and modernize some code #154

Remove support for legacy OS releases that we already said we didn't support Require Chef Infra Client 14 so we can use the sysctl resource built-in an drop the systctl cookbook dep Remove the legacy checks for Chef Solo since this isn't a thing now that we use chef-zero mode with Chef Solo
