Description

Chef 17 requires resources to enable unified_mode in preparation for Chef 18.

Also:

removes EOL platforms from testing
updates integration tests to use proper Inspec resources
Fixes the community package install. Debian now uses the correct repo and CentOS 8 is explicitly disabled because of missing DNF module support needed for the Remi repo on C8

@damacus this should be ready to go now that the community package is fixed* (except for C8 but that needs more work elsewhere)
