Description

Remove delivery and switch to using reusable CI workflow
Update tested platforms
- removed: CentOS 8, Debian 9
- added: CentOS Stream 8, Rocky / Alma 8, Debian 11
Add source install attributes for Debian 11

Tests are borked because Fedora / EPEL is having metalink problems currently.
