There is no OpenSSL package for rsyslog on CentOS 7, and with #162 defaulting all platforms to OpenSSL this cookbook is broken on C7 and does not converge.
This PR switches the default TLS driver to GnuTLS on C7.
This PR also updates the tested platforms and switches CI to the reusable flow.
