Also use macos-10.15 which still includes vagrant/virtualbox.

If OSOUSL are good with this, I think this is a decent medium term fix.

@damacus I'm not sure if the packer forum is the best place. The closest place would be the Vagrant board but this is technically with Vagrant Cloud. I think it might be better to open up a support ticket as described here. Shall I go ahead and do that?
