Actually make podman-docker optional #16

Before this change it was impossible to avoid installing podman-docker because even though the parameter was optional, the Hiera data provided the value and no way to undo that default.

Maybe it isn't obvious, but it is possible to avoid installing podman-docker by setting the following in hiera podman::podman_docker_pkg: ~ I'll update the documentation for the next release
