[#6018] Move Dotnet generators from Samples to "generators" - Delete dotnet-templates #383

Description

This PR deletes the generators/dotnet-templates folder as it was moved to the BotBuilder-dotnet repository.

Detailed Changes

Deleted generators/dotnet-templates folder with all its files and projects.

Testing

These images show the before and after of the generators folder.
