Description

This PR updates the sinon package to the latest version 19.0.2 and @types/sinon to version 17.0.3.

Specific Changes

• Updated sinon from 9.2.4 and 2.1.0 to the latest 19.0.2 in the root's package.json and tools folder.
• Updated @types/sinon from 9.0.11 to 17.0.3.
