Description

This PR fixes the new ESLint issues after upgrading the ESLint packages in the botbuilder-repo-utils library.

Specific Changes

• Removed botbuilder-repo-utils eslint.config.cjs file.
• Applied the needed fixes to all the issues detected by ESLint.
