Support Ubuntu 18.04 LTS Bionic Beaver #737

I'm going to try to get sovereign into shape to solidly support Ubuntu 18.04 LTS "Bionic Beaver" by the time it is released in April (or shortly thereafter).

Here's the list of packages included in bionic. Help is welcome. For starters it would be good to have a list of software used by sovereign and the corresponding package and version that comes with bionic.

Added the missing bionic versions

We have a lack of developers so I may switch to debian myself and focus on that instead of Ubuntu unless we get more patches, pull requests and fixes.
