Create a Steward Node redistribution plan #335

Use the spreadsheet created here #329 to define what Stewards will be moved between networks.

The “Ratings” columns for the Stewards should be populated in AirTable and pulled into the spreadsheet when updated to contribute to the decisions.

Parameters:

  1. Set a target for for the counts of Stewards per network — e.g. 22, remainder, 9 for the three networks MainNet, TestNet, BuilderNet.
  2. Highest rated stewards go to MainNet such that we get Geographic Diversity (first) and Hosting diversity (second).
  3. Track notes for why or why not to move Stewards.
