Configure Dependabot to automatically maintain dependencies for GitHub Actions.
- Check for updates once a week.
- Group all updates into a single PR.

The change has noting to do with how the code functions, so I've canceled the test run.

No need for a new build to be published either, so I've canceled the triggered workflow too.
