Get rid of settings crate #120

With #119 underway, a proof of doneness is...

Build with serialization feature off to make sure it's clean
Remove the settings crate

If everything still works, then #119 is really done.

Deferring. This is good work to get done soonish, but I'm already far behind on milestone work.

The minidaw experiment has successfully demonstrated that we can build a functional system without this crate. I'm not ready to delete the code, but it's no longer shipping in active code.
