Consider how node's configuration can be tweaked to support wet bits of string #10

Suggest a set of stability options be added:

ping_attempts - How many times should it attempt to ping each target when checking the tunnel is live (default 4, wet string config of 10).
wifi_down_after - After how many consecutive ping attempts should we consider the tunnel as "unlikely" to come back up (default 1, wet string config of 3)

This two options have been added to the admin site database but not yet implemented in the node firmware.
