Check how easy it is to upgrade OpenVPN on auth2 to allow /126s for VPN tunnels #14

It may be that the OpenVPN version for Ubuntu 16.04 supports this. If not we should consider installing OpenVPN from its own APT package repository or possibly it is a motivation to try to upgrade auth2 to 18.04 and not just 16.04.
