Remove DHCP-LEASES check from nodes #58

DHCP-LEASES check was put in place to understand why nodes would randomly stop giving out DHCP leases. This looks to exclusively be due to dnsmasq dying, so we have added a DNSMASQ-PROCS check which is a lot more straightforward and quicker to register an issue.

I have done this but left in a way that can be re-enabled if necessary.
