Make netbox and monitor2 accessible #61

External (or less restricted internal) access to netbox and monitor2 would be good. Probably needs a bit more thought on auth.

Personally at least, if we can handle auth at the webserver level (eg apache radius like we have now for monitor2), I'd be happy with external access.

Will need to obtain certs (if external, could be LE, otherwise need to go through normal uni processes).

Netbox is now available externally, although requires authentication to access data.
