Make PXE services (DHCP+TFTP) HA between GW and GW2 #62

We should ansiblise the config and make this HA. Simple solution would be to just split the DHCP pool in half and have each server use its own range.

Probably leave this until we've started refactoring ansible.

This is now deployed on GW, ansible changes are at sown/ansible#4.
