Monitor zepler websdr, and make it start properly on boot #71

The websdr rebooted with the power disruption the other day, and the rtl_tcp processes didn't start on boot. I can't see any init scripts or anything for these, so have just started them with the nohup lines in bash_history for now.

Probably needs systemd units, and tcp monitors in icinga2.

We also need to sort out the state of packages on the node, and upgrade to buster ideally.

Zepler is slightly problematic as it's effectively both a node and a server. I've just added it to netbox as a standard server, so that it gets icinga2 monitoring for now, but we can revise that when we get to #56

Haven't added a hostname to its IP, as its DNS comes from the node in the admin site at the moment.
