Add Premium provider info to Wheelmap API (for use in mobile apps)

premium POI info should also show up in the iOS and Android apps. The app developers are missing this info in the Wheelmap API, this needs to be added.

Im Wheelmap-Backend können wir Orte als "Premium-Orte" markieren, die dann mit Infos von einer Nicht-OSM-Quelle angereichert werden (wir nennen das "Premium-Provider"):

• eigenes Icon 44x44 Pixel
• Name des Providers (z.B. "Allianz" oder "Stiftung Gesundheit")
• Wheelchair-Status (yes, no, limited)
• ggf URL mit Deep Link zu mehr Infos beim Provider (z.B: http://www.arzt-auskunft.de/Arzt/Walldorf-(Baden)/Zahnarzt/Dr.-Knut-Betzold/2749883 )
