Armor without plates not showing on flea unless "Operational Only" filter is removed

The "5.11 Tactical Hexgrid plate carrier" doesn't show any listings on Flea unless the "Operational Only" filter is removed. This differs from live.

Can be tested by going to flea and checking the Gear -> Body Armor -> 5.11 Tactical Hexgrid plate carrier listings

Probably applies to other armor as well

This applies to any armours that dont have integrated plates and their default preset has inserted plates that are blacklisted. (likely because they have no durability without plates)

HPC armour is another example

Validated the following 4 armours/rigs are now showing with the Operational Only filter enabled, as was previously showing zero results.
