[3.8.0] Edit Weapon Preset able to access Flea Market before Lvl 15

Project issue is for:
Server

Expected result:
Edit Weapon Preset via Workbench Built Pre-15 should only show trader offers/barters

Actual result:
Edit Weapon Preset via Workbench Built Pre-15 shows and allows purchase of player offers

How to reproduce:

1. Build Workbench in Hideout
2. M2 click weapon -> Edit Weapon Preset
3. Build your weapon however you want, hit assemble and it shows flea player offers
