Usec PMC paca armor lacks a right soft insert #662

Expected result:
bots to be normal

Actual result:
killed PMC Usec Bot and had Broken Paca Armor Right insert was missing

How to reproduce:

kill PMC Usec Wearing a Paca
loot bot to see
