[3.8.0] PMC-equipped Helmets Missing Integrated Armor

Expected result:
Helmet generates on a bot at least with integrated armor.

Actual result:
Helmet contains no armor, including integrated.

How to reproduce:

1. Generate a bot that has equipped one of the helmets listed in the notes

After some testing in code i can see the hjelm is getting its soft inserts added, is this still occuring with the commits made in the last hour?
