Acquire Quest data from live #734

BSG have adjusted how quest data is stored rendering the old quests.json file incompatible. An updated copy must be obtained from live. Quests only appear on an account that has seen it themselves. This means we need ideally need access to an account that has completed every quest

until such a time we can look at dumping from lower level accounts to get some quest data.

Drakia kindly converted the old quest JSON into the new format, https://dev.sp-tarkov.com/SPT-AKI/Server/commit/0cdb6fbb08ee50df728beec4d7f9b766195493be.

I am unsure if quests work but its better than having a total of 3 quests!
