Exiting a `Laboratory` raid as a PMC without any insurance still causes Prapor to send a `your insurance was lost` message #746

Tested on 3.7.4. Vanilla. Fresh install. Easy to reproduce. Always Prapor msg (not Therapist), despite no insurance before going in raid. Exact msg : https://image.noelshack.com/fichiers/2023/49/6/1702137928-spt-3-7-4-lab-insurance-bug.png. Tested on "raid succeeded". Not tested on "run-through". Not tested on "death" (raid failed).
