Arrows use a hardcoded model that is not easy to change. Random Entities can be used to change the arrow texture.
I'm not sure that this is possible, but one of my favorite features of Optifine and the most useful in regards to texture packs is the CIT mod. I've raised the resolution of my items in-game to 64x64 and the size of them in-hand to compensate, so that I can now have both small and big weapons and they all still appear 16x16. Now i can create swords, axes, staffs, wands, bows ect. as well as guns. Guns were a hassle to make under 16x16 resolution, and now fit pretty well. I've even created multiple elemental staffs, bows and wands by putting animations on them. The problem is that the arrows only ever have three textures, normal, spectral or flame and a gun shooting arrows is obviously not very immersive. It would be very useful to be able to create multiple textures for arrows, either in your inventory or on the model itself, preferably both. You could make different types of arrows, bullets, throwing knives, ninja stars, etc. Anyway i'm not sure whether these things just haven't been implemented due to priority or by choice or because it's not yet possible, so I figured I'd post a suggestion here. That and I cant find a page where suggestions are made.
