[Feature] New CUSTOM Capes

Optifine should add a custom designing system.

• Allows you to replace the "OF" with a 1-3 letter word, we should also have like lines or designs that you could add to the cape with custom hex codes. I want this because I want to make a custom cape with a "P" in the middle with some designs on the side, so please optifine!

Custom text on capes has been previously suggested in #2299.

This unfortunately enables some people to enter offensive and/or suggestive things.

Why would it lag the game? And OptiFine can make any cape appear, they're limiting it on purpose
