Improved control over mod loading #32

Provide a system for mods to specify dependencies on other mods, specify that they want to be loaded after another mod if it is present etc. This should make writing libraries that also need to do some work on their own easier, as well as allowing mods that are "add-ons" to other mods or improve them in other ways.

A very basic version of this was achieved with the Mod.Preload property, apart from that it's not high on the list as mods seem to get by pretty well without it. Might revisit it in the future though.

Closing this, the mod loader will not receive future updates as it was superseded by the official in-game one.
