Compilation Error #8

I downloaded and followed all instructions for the minGw and still, I couldn't run any program. The Ju[yter notebook compiler gives me this error.......(ERROR: Neither directory contains a build file meson.build.)

I think you noted this was resolved elsewhere. For now, this package should be installed in development mode.

Please help tell me where it was been resolved (help me with a link)......I really need IRI2016 for my thesis.........and can you please tell me what installation in development mode means?
