WIP based off notes from first release.

Currently shows in ToC when building HTML directly but not via the default multi-version target. Need to investigate.

This needs to be updated with the results of the discussion at https://github.com/space-ros/space-ros/discussions/126 regarding release branching. @ivanperez-keera do you just want to add that directly to this PR?
