RCD needs a rework

RCDs are basic right now, improved functionality would be desired:

• [x] Radial Menus would remove the need to cycle through all the modes and the frustration if you missed it from an extra keypress #15707
• [x] Add Window/Grille Construction (basic and reinforced only)
• [x] Add machine frame and console construction Machine/computer frame construction overlaps with the purview of the flat packer, so these construction options were replaced with the ability to place power cables instead
• [x] Add light construction (single bulb and tube bulb designs)
• [x] Split RCDs between basic and full functionality
  • Basic functionality would be everything but lights, deconstruction, and frames.
    • Any printed RCDs should have basic functionality
  • Full functionality is everything
    • Any vended/starting RCDs should have full functionality
• [ ] Add upgrade disks that can be inserted into RCDs (that don't have the function already)
  • Deconstruction Upgrade Disk - Adds deconstruction
  • Frame Upgrade Disk - Adds machine frame/computer console construction
  • Light Upgrade Disk - Adds light construction
  • The sky is the limit with upgrade disks
    • Some functionality should be locked behind industrial or mech RCDs
    • It's a huge it depends
• [ ] Industrial RCDs should be added. They would have full functionality and some benefits
  • Decreased material usage (more uses)
  • Increased material consumption (less material to fill)
  • Decreased construction/deconstruction time
  • Should be CE/Cargo only or some other gate
• [ ] Ripley RCDs - Full functionality and benefits
  • High battery consumption
  • Fastest construction/deconstruction time
  • Can construct/deconstruct Reinforced Walls (at reduced time)
• [x] A building/deconstruction animation during the do-after
• [ ] Potential reduced do-after time (could be an upgrade)

Some bonuses:

• [ ] If reinforcing panels are added, there should be a check so RCDs cannot deconstruct reinforced doors.

15172 does not satisfy this issue but it's a step in the right direction.

I'm interested in working on this. Currently prototyping a radial menu system for it. I'll let you know how it goes, but I'll be away for a few weeks over the holidays
