vape needs to work on more reagents than just water #16332

just water is boring you should be able to vape most liquids with lower boiling points

actually upon revisiting chem page all chems already have a boiling point coded in so this should probably just be refactored to use that instead, that way we can still restrict certain chems and all that but have this be more versatile/fun
