Substations should need maintenance #18278

Similar to https://github.com/space-wizards/space-station-14/pull/11617 though probably not entirely in that direction.

Substations should, ideally:

  1. Require maintenance every 30-60 minutes.
  2. Substations under heavy load should deterioriate faster than ones under no load.
  3. It should be easy to repair them.
  4. Substations that are under a certain % should supply less power or the likes.
  5. It should be easy to find out which ones need repairing immediately, via a power monitor or the likes.

substations requiring maintenance throughout the round sounds good. Would give Engineers something else to do aside from waiting to fix something when a traitor sabotages the station.

Actual engineering maintenance work should be a reason why we have engineers on board the station. Right now, all they are really useful for are to set up power and flip breakers back on after the odd breakerflip event. Everything else they do throughout the round can be done by grays who got into the toolshed.

this would need to showup on power console/mappers need to name all substations so they can be quickly identified. not a huge problem since a lot of maps have most subs named
